Shirley was born in Hamblen County and lived most of her life in Russellville. She attended Russellville Elementary School and Whitesburg High School. She has been a part of the Russellville Church of God since the church was formed in 1949. Shirley met Christ at a very early age and has served in many areas of ministry. IE: Sunday School Teacher, Ladies’ Ministry President, Ladies’ Ministry Secretary/Treasurer, Family Training Hour Leader and church janitor, part-time secretary and was hired as the full time Secretary in 1991 and still holds that position.

She and Don were married in 1962 and have two sons, Anthony (Lisa) and Tim (Trish). They also has two grandchildren, Kristi Seals (Craig) and Zach, who is a junior in high school and one very spoiled Bassett Hound, Roxie.
